Question it answers
Oklahoma Uniform Building Code Commission
Which minimum fuel-gas code and state amendments Oklahoma has adopted. Its current page lists the 2018 IFGC. [2]
Oklahoma Construction Industries Board
Which state license covers natural-gas piping and, in unincorporated areas, the enforcement role described by OUBCC. [10] [1]
City of Norman
Which Norman permit, contractor category, inspection, and current Development Services process applies. [12] [13] [6]
What to confirm before a non-emergency gas repair
Use the physical address
Confirm whether the property is inside Norman, Oklahoma City, another municipality, or an unincorporated area. A mailing address does not always identify the enforcing authority.
Describe the exact work
State whether the work affects permanent house piping, a yard or ancillary line, a shutoff, an appliance connector, a regulator arrangement, pipe size, route, material, or buried segment.
Confirm utility ownership
Ask Oklahoma Natural Gas to identify the point of delivery and responsibility boundary before a contractor touches or excavates near the questioned segment. Its tariff shows why the meter is not a universal boundary. [4]
Verify the license and local registration
Match the contractor's active Oklahoma license to natural-gas piping and ask whether the city requires separate registration. [10] [13] [14]
Ask about permit, test, and inspections
Get the required application, test boundary, inspection stages, concealment rules, and closeout record from the enforcing authority. Do not assume Norman and Oklahoma City use the same checklist. [6] [9]
Keep utility restoration separate
If Oklahoma Natural Gas shut off or tagged service, ask what it needs after the local work is approved. Do not turn the meter on or remove a utility tag. [3]
Details that can change the approval path
- Whether the work is an emergency stabilization or the permanent repair.
- Whether piping is interior, exterior, concealed, exposed, or underground.
- Whether the repair changes pipe material, diameter, route, support, protection, regulator configuration, a shutoff, or an appliance connection.
- Whether the connected appliance load or piping layout changes. Gas-pipe sizing depends on appliance input, pipe material and diameter, developed length, fittings, available pressure, allowable pressure drop, regulators, manufacturer requirements, and the adopted code. [8]
- Whether appliances or controls must be separated from the required pressure test.
- Whether venting, combustion air, electricity, structure, or equipment work brings in another licensed trade or manufacturer instructions.
- Whether service is already locked, tagged, or awaiting utility restoration.
Underground gas work adds a separate locate and excavation step. Anyone digging must contact OKIE811 and wait for the notified facility responses before excavation. The markings show approximate routes, and no one should probe, drive stakes, trench, bore, or dig simply to expose a gas line. [11]
A public locate does not guarantee that every private line is marked. Oklahoma Natural Gas Tariff 1051 describes locating duties for some service and yard lines but excludes certain ancillary lines and customer-owned distribution networks from that obligation. Confirm whether a separate private-line locate is required for the exact property. [4] If a line is damaged or exposed, stop work, leave the area when gas may be escaping, and follow utility and emergency instructions. [5]
Norman's one- and two-family residential construction checklist includes gas-pipe size, material, support, underground installation, and pressure-test prompts. It is a Norman construction guide, not an Oklahoma City repair checklist or a statewide permit form. [7]
Oklahoma City's adopted amendments are more specific for work governed by that city's fuel-gas code: they require an authorized licensed plumbing or mechanical contractor, a permit, and applicable inspections for repairs, additions, alterations, relocations, and other regulated gas-piping work. [9] Always verify that the current code and amendment still apply to the exact property and scope.
